What is This Portal?
The North Caloocan City Assessment Department Online Pre-Application Portal is a digital platform designed to simplify and expedite your property assessment transactions. This system allows you to submit your application documents and requirements remotely before visiting City Hall, reducing wait times and improving service efficiency.
Important: This is a pre-application system. Final processing and release of documents still require an in-person visit to the Assessment Department.
Step-by-Step Process
Access the Portal
Use any modern device with internet connection (smartphone, tablet, or computer) to access the online pre-application portal.
Complete the Form
Fill out the online application form with accurate information. Upload clear, readable copies of all required documents for your chosen service.
Submit & Receive Confirmation
After successful submission, you'll receive an immediate confirmation email indicating that your application is under review by the Assessment Department.
Wait for Email Notification
The Assessment Department will review your application. You'll receive an email with either an approval (including QR code) or instructions for corrections needed.
Visit City Hall with QR Code
Once approved, bring your QR code to the City Hall Assessment Department. Scan it at the on-site kiosk to officially enter the priority queue and complete your transaction.

No Improvement
Service for declaring land properties that have no buildings, houses, or other structures constructed on them.
Property Holding
Certification issued to confirm that an individual or entity owns or currently holds a property within the city.
Non-Property Holding
Certification issued to confirm that an individual or entity does not own or hold any registered property within the city.
